Purpose
The ordinance establishes rule for short‑term residential rentals (1–30 days) in East Haven to protect neighborhood quality of life, ensure safety for renters, and prevent disruptive or unsafe rental activity. It allows the Town to monitor rentals, enforce safety standards, and maintain the character of residential neighborhoods.

Key Requirements
Primary residence only: A property may be rented short‑term only if the owner lives there at least 183 days per year.
Permit required: Owners must apply for and receive a Short‑Term Residential Rental Permit before renting.
One rental per week / 150‑day annual cap: Rentals are limited to once every 7 days and no more than 150 days per year unless the owner is on‑site.
Ownership restrictions: Corporations, investment entities, and income‑restricted units may not be used for short‑term rentals.
Safety standards: Properties must have working smoke/CO detectors, fire extinguishers, safe egress, and comply with building, zoning, and health codes.
Parking and occupancy limits: Adequate parking is required, and occupancy is capped at two people per sleeping room.
Events limited: Events (such as parties or celebrations) are allowed but limited to three per year and must not disturb neighbors.
Neighbor notification: Abutters within 100 feet must be notified when a permit application is submitted.
Enforcement and penalties: Violations can result in permit suspension or revocation and fines of $500 per day
